Technology Planning and Reporting Cycle 

The technology planning and reporting cycle provides a process for strategic thinking and goal setting to ensure state leadership has the information they need to guide policy decisions. It involves planning, assessing, acting, and communicating about strategic goals and the progress we make toward achieving those goals. It provides a framework for state agencies to use in setting agency level technology priorities. 

Technology planning for Texas government takes place over a two-year, biennial cycle:

Odd Years: 

  • DIR tracks technology legislation and considers the implications on statewide goals. 

  • DIR prepares the State Strategic Plan for Information Resources Management with input from state agencies. 

Even Years: 

  • State agencies conduct an Information Resources Deployment Review (IRDR) to report on their technology strengths and weaknesses, and progress made toward statewide goals.  

  • State agencies consider state technology priorities as they prepare their Agency Strategic Plans in preparation for their Legislative Appropriations Request. 

  • DIR prepares the Biennial Performance Report which includes information from the IRDR on progress toward statewide goals, and input from state agencies on recommendations for consideration in the next legislative session.
