Annually (each September) DIR updates the procurement schedule of solicitation opportunities of all planned procurements for the coming fiscal year.

Please note that all planned procurements are subject to change and all dates are approximate and subject to change without notice. Check this page often for updates. 

Note: This page has formerly been referred to as the Current Contracting Initiatives (CCI).

All Solicitations are also posted and maintained on the Electronic State Business Daily (ESBD).

DIR conducts procurements for Cooperative Contracts (CC), Shared Technology Services (STS), Communications Technology Services (CTS), and Internal (I) DIR purchases.

If you have questions about any of the procurements listed here, you may only contact the point of contact shown for the particular procurement. Failure to abide by this requirement may affect your eligibility for an award.

Description:

This is a subsequent procurement to DIR-TSO-TMP-425 under the cooperative contracts program; however, potential respondents should note that requirements and response instructions may not be identical. DIR intends to contract for Cisco Branded Products and Related Services. The Cisco products and services shall include, but are not limited, to the following products and services: Cisco Hardware, Networking, Wireless and Mobility, Security, Collaboration, Data Center, Analytics, Video, Internet of Things and Software. Value Added Reseller services for the Cisco products shall include, but are not limited to, configuration, integration, education, optimization, deployment, support, training, technical support and other valued-added services.

Description:

This is a subsequent procurement to DIR-TSO-TMP-411 under the cooperative contracts program; however potential respondents should note that requirements and response instructions may not be identical. DIR intends to contract for Google Branded Products and Value-Added Services. Value-Added Services for the Google products shall include, but are not limited to, configuration, integration, education, change management, deployment, support, security management, mobile device management, development services, and other valued added services.

The Texas Department of Information Resources (DIR) provides this Pre-solicitation Notice of its intent to issue a Request for Offer (RFO) to procure an Identity and Access Management (IAM) provider to design, develop, deploy, and maintain IAM for DIR’s Shared Technology Services (STS) Customers.

NOTE: The posting of the Pre-solicitation Notice is to aid vendor planning. This pre-solicitation notice in no way obligates DIR to issue the referenced solicitation. DIR does not guarantee the issuance of the solicitation nor that the information contained in the Pre-solicitation Notice will remain unchanged upon issuance of the solicitation.

Description:

This is a subsequent procurement to DIR-TSO-TMP-421 under the cooperative contracts program; however potential respondents should note that requirements and response instructions may not be identical. DIR intends to solicit responses from potential respondents to provide language interpretation and translation products and services. Successful Respondents may be asked to provide proof they meet the qualifications to provide interpretation services/products in areas of healthcare, court services, and/or law enforcement. Successful Respondents may be asked to certify their products/services can provide literal translation in addition to practical interpretation.

DIR intends to procure a modern payment processing Solution for Texas.gov that meets DIR’s functional and technical requirements, and associated Solution implementation and Transition Services. Key Solution capabilities include but are not limited to digital transactions, payment gateway services, payment processing, settlement processing, and reporting.

Registration information for the Solicitation Conference is in the RFO. It will be a virtual Zoom meeting.

Please note: The RFO name has been updated from “Software Products, Software as a Service, Case Management, and Enterprise Resource Planning Software Modules Products and Services” to “Software, Commercial-off-the-Shelf (COTS), and Related Services".

This is a subsequent procurement to DIR-TSO-TMP-416 and DIR-TSO-TMP-449 under the cooperative contracts program; however, potential respondents should note that requirements and response instructions may not be identical. In part, it includes the scope from DIR-TSO-TMP-401 for Case Management Software and Related Services and DIR-TSO-TMP-404 for Value Added Resellers. DIR intends to solicit responses from manufacturers and authorized resellers to provide Commercial-off‐the‐Shelf (COTS) software products. DIR intends to contract with resellers and manufacturers for all types of COTS software products, Software as a Service (SaaS), Enterprise Resource Planning (ERP), Case Management, and software related services. Case Management software may include, but is not limited to, offerings that tracking cases, monitoring processes, managing fee collection, and reporting. A Successful Respondent may offer any software module and or combination of modules; however, Successful Respondent systems and modules offered for case management software must be capable of integration with other court case management and related systems and must be capable of sharing data with justice agencies.

BidStamp Application

The BidStamp application is DIR’s e-procurement system that supports solicitations and contracts throughout the procurement lifecycle by automating the procurement processes, e.g., solicitation creation and posting, collecting vendor responses, evaluation of responses and recommendations, and contract creation, award, and management.

PLEASE NOTE: All Successful Respondents invited to negotiations, should have received a communication from DIR during the month listed below as the “Start Date.” If your agency has not received a communication from DIR during the month listed for the Start Date, and your agency submitted a proposal to one of the RFOs listed in the negotiation phase, please contact the DIR point of contact listed below for the applicable solicitation.

Vendor Protest Procedures

The Vendor Protest Procedures page is provided to Vendors for step-by-step instructions for formal protest during solicitation, evaluation, or award of a contract by the Texas Department of Information Resources (DIR). This Vendor Protest SOP should be read in conjunction with 1 Texas Administrative Code Chapter 201, General Administration, §201.1 (a) (1 TAC 201.1 (a)).
