Application Development Decision Framework (ADDF) will guide Texas agencies to develop its next-generation applications.

The Texas Legislature charged DIR with developing a strategy to guide the state in legacy system modernization efforts. The strategy includes establishing a statewide application development framework.

Commercial/third party intellectual property protections apply to portions of the ADDF, and are available only to State employees and their contractors.  Please verify your State employment via the linked form.  After you receive access to the ADDF, please limit usage and sharing to other State employees and contractors.
 
A valid State of Texas Microsoft work account associated with your agency email address is required.  Please fill out the following form with your agency-assigned email address and DIR will respond within 3 business days with an invitation to access the site.

Once you have been granted access the material is readily available to state agencies via an authenticated SharePoint site with easy navigation and searching.

The ADDF scope ranges from business alignment to process improvement, and development styles to application architecture innovation. Each topic area is comprised of individual topics, with actionable recommendations to elevate agencies' current approaches to application development.

As agencies incorporate the ADDF into their application initiatives, DIR will collect feedback to continuously improve the material to best serve Texas agencies.
