In this role, the individual will perform highly advanced (senior level) purchasing, contracting, and procurement programs work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; preparing procurement documents; and overseeing the maintenance of detailed records of items purchased, received, prepared, and issued. Works under minimal supervision of the HUB Program, Outreach and Training Director with extensive latitude for the use of initiative and independent judgment.


The ideal candidate will have the ability to highlight their strengths in the following functions:

  • Oversees or initiates requisitions and orders merchandise, supplies, and equipment by using, interpreting, and monitoring established guidelines, rules, policies, and laws. 
  • Coordinates the review, tracking, and reporting of HUB Subcontracting Plans (HSPs). Monitors, prepares and provides statutorily required reports.
  • Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the HUB Program. Complies with current HUB policies and regulations and ensures state procurement procedures are followed for purchases of commodities and equipment of a specialized or complex nature, including Information Technology related goods and services.
  • Assists with the review of requisitions and bid specifications for agency departments to help identify HUB Subcontracting opportunities and ensure compliance with HUB requirements.  Reviews, tracks, and reports HUB Subcontracting Plans and compliance to HUB Program Director and Executive Staff as needed.
  • Works with agency divisions/programs to help them successfully meet the agency goals and requirements of the HUB program; identifies HUB sources that can be utilized by the agency in all procurement methods; works closely with agency purchasing staff to identify HUB vendors that may participate in DIR procurement opportunities including assistance in coordinating and preparing potential bid opportunities for HUB forums.
  • Analyzes and provides input to the modification of existing HUB reports developed and generated by the agency programming staff; prepares and submits reports required by the CPA regarding the HUB program.
  • Attends and coordinates agency participation in HUB forums, trade shows, and minority business association meetings


  • Performs related work as assigned.
  • Participates in training and maintains required CTCM certifications.


  • Graduation from an accredited four (4) year college or university
  • Additional work-related experience may be substituted for education on a year-for-year basis.


  • Three (3) years of experience working with a state agency HUB program
  • Three (3) years of developing program guidelines, policies, and procedures
  • Experience working as a liaison for the vendor community


  • Experience working as a liaison with agency divisions and/or programs
  • Experience participating in HUB forums, trade shows, and minority business association meetings
  • Experience in state or government purchasing and/or contract management


  • Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified unless otherwise approved by Supervisor


  • Knowledge of purchasing, payment methods and procedures, purchasing sources, and technical specifications.
  • Knowledge of laws governing state purchasing and Historically Underutilized Business program participation.
  • Skill in analyzing and interpreting trade publications, literature, and manufacturer specifications.
  • Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments.
  • Ability to comply with State of Texas policies, rules, and procedures as prescribed by the Statewide Procurement division of the Comptroller of Public Accounts.
  • Ability to develop methods and procedures for locating supply sources.
  • Ability to maintain a system of record keeping.
  • Ability to interpret regulations and convey them to others.
  • Ability to exercise sound judgment in making critical decisions.
  • Ability to exercise sound judgment and discretion in handling confidential information.
  • Ability to exercise courtesy, tact, and diplomacy in all communications.
